Foreign Office, July 27, 1910. WITH reference to your letter of the 1st instant on the subject of the proposed Opium Conference at The Hague, I am directed by Secretary Sir E. Grey to transmit berewith, to be laid before the Secretary of State for India in Council, the recommendations of the Interdepartmental Conference which was held on the 12th July at this Office for the purpose of considering the proposals of the United States Government and suggesting the terms of a reply.*
